Substances of the Candidate List in articles |
Lead stabilizers were included in the Candidate List by 19. December 2012 as they have properties according to article 57 and thus are “Substances of very high concern (SVHC)”. For these substances additional information in the supply chain is required.
The manufacturer or importer of such a substance or a mixture containing such substance(s) has to inform the downstream users, an updated safety data sheet has to be provided. Manufacturers or importers of articles containing 0,1% (w(w) or more of such a substance have to check and fulfill obligations following article 7 and 33. Firstly the role of the legal entity is defined as the :
- manufacturer
- importer
- downstream user
- distributor

As before the most important method of communicating safety information will be the Material Safety Data Sheet (MSDS). The structure of the MSDS must conform to council directives 91/155/EC and 2001/58/EC, sections 2 and 3 have already exchanged places on the MSDS, please see → article 31 and → annex III!
An extended MSDS is required for substances which require a CSR has to be submitted. The CSR is part of the technical dossier submitted at the same time as the substance registration referring to time periods this will be after December 2008.
